I charge by the hour. I have found this to be the most fair arrangement for both me and my clients.
Why? When I used to charge by the project, I had to anticipate how extensive a client's changes might be, and add that to the cost of the project. In some cases, I didn't anticipate enough, and in other cases it was more than a client needed.
By switching to hourly billing, my clients only pay for what they use.
